Class of Memberships
There are five classes of ASHK members.
Fellow Members shall be entitled to vote at the General Meetings, to nominate candidates for election of Council Members, be elected as Council Members, and generally to exercise the full rights of a Member. Fellow Members are also entitled to use the FASHK designation
Admission Requirements
Any person who:
(i) is a fellow member of at least one of the actuarial bodies for the membership class approved from time to time by the Council and who is nominated by two Members who are either Fellow Members or Chartered Members;
and
(ii) has been assessed by the Council as possessing appropriate professional actuarial qualifications and practical experience;
and
(iii) obtain passing grade on Core paper AND one of the Elective papers of the ASHK Certificate (Certificate in Hong Kong Insurance Markets and Regulations),
shall upon approval by the Council be eligible to become a Fellow Member.
Grandfathering
All existing Fellow members of ASHK who held valid membership status on 1 January 2019 were eligible for grandfathering. ASHK has introduced a Professional Development Course as part of the transitional arrangements.
Any Fellow member of ASHK who was grandfathered but subsequently lapsed their membership, regardless of any reasons, is required to pass the examinations of the ASHK Certificate to requalify as a Fellow member thereafter.
Chartered Members shall be entitled to vote at the General Meetings, to nominate candidates for election of Council Members, be elected as Council Members, and generally to exercise the full rights of a Member.

shall upon approval by the Council be eligible to become a Chartered Member.
Associate Members shall be entitled to vote at the General Meetings, to nominate candidates for election of Council Members, to present papers approved by the Council and to join in discussions. They shall not be elected as Council Members.
Admission Requirements
Any person who:
(i) is an associate member of at least one of the actuarial bodies for this membership class approved from time to time by the Council and who is nominated by two Members, at least one of whom is a Fellow Member or Chartered Member;
and
(ii) has been assessed by the Council as possessing appropriate professional actuarial qualifications and practical experience,
shall upon approval by the Council be eligible to become an Associate Member.
Student Members consists of two sub-classes, namely Ordinary Student Members and University Student Members, and shall be entitled to be present at the General Meetings, to present papers approved by the Council and to join in discussions. They shall have no voting rights and shall not nominate, elect or be elected as Council Members.
Admission Requirements
Ordinary Student Members
Any person who demonstrates an interest in actuarial or other related work and who is nominated by two Members at least one of whom is a Fellow Member or Chartered Member, shall upon approval by the Council be eligible to become an Ordinary Student Member.
University Student Members
Any person who:
(1) demonstrates an interest in actuarial or other related work;
(2) is registered in a university study programme in subjects related to actuarial work;
(3) is not engaged in any full-time job; and
(4) is nominated by two members# at least one of whom is a Fellow Member or Chartered Member,
shall upon approval by the Council be eligible to become a University Student Member.
#The application form may be submitted without nominations and the ASHK office will assist with finding two members. A short conversation may be arranged between the applicant and the nominator(s).
Honourary Members shall be entitled to be present at the General Meetings, to present papers approved by the Council and to join in discussions. They shall have no voting rights and shall not nominate, elect or be elected as Council Members.
Admission Requirements
(i) Any person who is recommended by two Members who are either Fellow Members or Chartered Members, shall upon the approval by the Council and at the General Meeting by a majority of Voting Members be eligible to become an Honourary Member.
(ii) The person shall at the time of recommendation in the opinion of the Council possess the following pre-requisites:
(1) A former Fellow Member, Chartered or an Associate Member who has retired from active work; or
(2) A distinguished actuary; or
(3) A person who has contributed significantly to the actuarial profession of Hong Kong; or
(4) Such pre-requisites as deemed appropriate by the Council
Members are welcome to submit nominations, with a brief statement outlining the nominee’s contributions to the actuarial community (and supporting documents if applicable), to info@actuaries.org.hk by 31 August each year and the Council will consider the nominations in the September Council meeting.
An applicant for each class of membership shall be a fit and proper person to carry out the inherent requirements for entry to membership to the Society. In determining whether an applicant is fit and proper, the Council may have regard to such matters as it considers appropriate, including, without limitation:
(a) the education or other qualifications or experience of the person;
(b) the person’s ability to act competently, honestly and fairly;
(c) the reputation, character, reliability and integrity of the person;
(d) the person’s financial status or solvency; and
(e) whether any disciplinary action has been taken against the person by any other body, authority or regulatory organisation, whether in Hong Kong or elsewhere.
1. What is the difference between Fellow Members and Chartered Members?
The distinction between the two classes lies in the role that members intend to perform. Fellow Members may take on statutory actuarial roles either now or in the future, while Chartered Members are engaged in non-statutory roles.
2. Can Chartered Members be elected to the ASHK Council?
Yes. Chartered Members are entitled to be elected as Council Members, to vote at the General Meetings, to nominate candidates for election of Council Members, and generally to exercise the full rights of a member.
3. Are Chartered Members eligible to become an Appointed Actuary / Certifying Actuary?
The Insurance Authority (IA) sets the requirements for these statutory actuarial roles: Appointed Actuary and Certifying Actuary. These requirements include being a Fellow Member (FASHK) and obtaining the ASHK Certificate. Applicants are advised to contact the IA for the current requirements.
4. Do I need to take the ASHK Certificate to become a Chartered Member?
No. However, the ASHK Certificate helps all members to demonstrate their relevant local market knowledge.
5. Can Chartered Members apply to become Fellow Members?
If Chartered Members also have fellowship from one of the four approved actuarial bodies*, they can apply to become Fellow Members upon obtaining the ASHK Certificate.
6. Can Fellow Members apply and change to become Chartered Members?
Yes. However, grandfathered Fellow Members are reminded that if they become a Chartered Member and then decide to change back to being a Fellow Member at a later stage, they will need to meet the Fellowship requirements, which currently include passing the exam to obtain the ASHK Certificate.
7. For Associate Members who have just obtained an overseas fellowship from one of the four approved actuarial bodies, what are their progression options?
If these Associate Members who have also obtained the ASHK Certificate, they may apply to become Fellow Members; otherwise, they may apply to become Chartered Members first and then apply to become Fellow Members after they have obtained the ASHK Certificate.
8. Can ex-Fellow Members rejoin ASHK and become Chartered Members?
Yes. Ex-Fellow Members who lapsed their membership may rejoin ASHK as Chartered Members upon meeting the requirements.
9. Can associates from one of the 74 International Actuarial Association Full Member Associations apply to become Chartered Members?
No. Associates must progress to their overseas fellowship before they can apply to be Chartered Members.
10. Can associates from any one of the 74 International Actuarial Association Full Member Associations apply to become Associate Members?
Yes, and after they progress to their overseas fellowships, they can apply to be Chartered Members.
